You need to purchase a domain name and hosting, then you upload your site files with an FTP application like
FileZilla.
Domains are typically $7-10/year for a standard .com if they are not included in the hosting package. Good hosting can range anywhere from $6-$15/month, depending on the features, space, and bandwidth that you want (I would personally recommend
Bluehost at $7/month, with a free domain name).
Once you have paid for a host and you have a domain name, you just design your site, then upload it via FTP with the FTP login details that your host will give you.
