How to check quality of web page ?
Hello,
I would like to know if it is possible to check a quality of web page ? For example if it has errors, if it is safety and other...

You may be interested in Google Webmaster Tools and Google Analytics.
Average load time will vary for different people, depending on where they are, their Internet connection, etc. Your web host could likely provide more specific information on how to do this, assuming the site you are referring to is your own. :-).
