Mailman is the one I use, very powerful with a good support forum.

Hi,

As I understand you just looking for a small system to maintain the lists, so any of the available scripts should be fine. If you go to hotscripts.com and search for such script you will find many there and depending upon which on offers all the features you need for managing your list you can use it. The scripts posted on this site are safe to use.

I have heard great reviews about phpList. I haven't used it myself, though.

Try Max List at http://www.webwisesage.com/addons/maxlist.html

Yep, I'm the author.

And I have a client on a dedicated server that sends 30,000 HTML newsletters a day with Max List.
