Are you located in United State ?
The time should be less than 200ms i
if so I'm pretty sure the problem is not for your system.
Have you tried another system with this ISP ?
Your time should be less than 150ms , and outside US less than 400
700-800 or 1200 is very high .

If i was in your shoes, I would contact ISP and tell them "My ping reply time is over 900"

I only have this system to try with this ISP- yes Im in the US. ok Ill call the company! Thanks alot

There are no obvious sign of any malware on the computer to cause this problem according to the logs

I called the ISP, they pressed a button on their end that made it go the normal speed and told me to shut off and restart the modem if it ever happens again. Sorry guys for making you go through all that!
