Solved: Mail Contact Groups
Cannot locate "New Contact Group" within Windows Mail. It's not on the toolbar, and can't figure out how to add to the toolbar.

Believe it is available only if you open up Contacts and use that toolbar.

Same story there. It's not on the toolbar, and the "help" system in Vista doesn't tell you how to add to the toolbars.

Here is what I have showing on my contacts folder toolbar - what shows up on yours:
Organize - Views - New Contact - New Contact Group - Import - Export

I also don't see any way to customize that toolbar.

I didn't try it but this sounds like the fix.

Missing Buttons
That was it! Another one of those mysteries of Vista. Maybe they'll change it so the HELP file actually helps one fix things. Thanks for the help!
