That doesn't sound good.
Main Identity not responding, that doesn't sound right.
It sounds like she was back in the original Identity.

When she created the new Identity in Outlook Express, did she
select:
Create a new Internet mail account
or
Use an existing Internet mail account ?
Then there was the option to:
Import from
or
Do not import at this time

Have her try creating a completely new Identity, again.
In Outlook Express:
File > Identities > Add New Identity
Name the Identity
OK Yes to switch to the new Identity
Select:
Create a new Internet mail account
she will need to manually key in her e-mail account information.
Finish
Select:
Do not import at this time Next

Now she can send a Test message, addressed to herself or to you, to test her account settings and the ability to open messages in Outlook Express.
If all appears well, she can Import the messages from the
Main Identity:
File > Import > Messages
Select:
Microsoft Outlook Express 6 Next
Select the
Main Identity OK Next > Next
The Import should begin immediately.
When the Import is complete, click:
Finish

Set the new Identity as the Default Identity:
File > Identities > Manage Identities
Place a check mark in:
Use this Identity when starting a program
Click the drop down arrow and select the new Identity.
Click the drop down arrow for:
Use this identity when a program cannot ask you for an identity
Select the new identity.
Click:
Close
Now when Outlook Express is opened, it will open to the new identity.
Have her use the new identity for a few days to see if all goes well.
Let us know what happens.
