Hi Moe,
If you temporarily disabled the Norton product Protection and were still unable to perform a system restore, then the issue is not related to Norton. It sounds like there is some conflicting software on your system that is causing the problem. To completely rule out Norton 360 as the problem, you may want to try the instructions below to properly remove Norton 360, test, and then reinstall the application.
1. Click on the following link to download the Norton Removal Tool:

2. After you run the tool, please restart your computer. Then log in to Windows again and run the removal tool again. Restart your computer after it is finished running the second time as well.
3. Test your connectivity, etc now and see if removing Norton 360 resolves the issue. If everything works fine, reinstall Norton 360 using the steps below.
4. Click on the link below and then choose the "Download" button under "Norton 360" to download the latest installer.

5. Once the installation is complete, launch Norton 360, mouse-over the "PC Security" bubble and choose "Check for Updates".
6. After the updates have been installed, mouse-over the "PC Security" bubble and choose "Run Scans" and then choose "Comprehensive Scan" to check for any threats.
