What does 403 Forbidden mean ?
I was trying to view the website of the famous guy who has Disney tattoos over his body but instead the screen says: 403-Forbidden. You don't have permission to access on this server. Has that site been blocked on my server? How can I get it unblocked? My PC is refurbished and had been used before. It is loaded with Windows XP. This is my first instance in 3 months where I wasn't able to access a site.

It means you are trying to access a URL that the website doesn't
want accessed directly. It would be a backdoor to the site and
they have closed it.

What is the entire URL you are trying to access?

The site was at http://www.disneytattooguy.com/ A message appears "Forbidden". In the past, I was able to access this. What happened?

The website declined to show this webpage
HTTP 403
Most likely causes:
This website requires you to log in.

Try going from here - then you have to either login or signup.
