Do you know if there is some web to report webs don't working ?

Not that I know of but THIS website should tell you if you're the only one not able to see a certain web page.

Thanks. It is some solution. But if some page doesn't work for anybody maybe it could be useful to report is somewhere and delete.

That would be something like saying if a store down the street
is closed and has been closed - the city should demolish the
building.

Websites are "owned" by separate people with no connection
to each other. A hosting company might close accounts of
sites that go against their rules or that don't pay their fees
but otherwise, there isn't really a single source that would be
in charge.

Or it is like you have car you can't use it but you have it in your garage taking place unnecessary.

Maybe. But do you want someone like the government or your
neighbor to make you get rid of your car? Or would you like
to decide for yourself when to get rid of it?

In some cases it may be like keeping a car that you never plan to drive but hope to sell to someone for a profit. There are individuals and companies that register hundreds if not thousands of domain names that they think they can sell to someone for many times the cost of the original registration fees. They may put up a one page web site that says the domain name is available for sale.
