As you can see, I have OE installed in Windows 7 and it runs fine natively. I'm not just talking through my hat here. It is not even using any compatibility mode. I have no idea what "incompatibilities" they may be referring to, but I did need to make a change in Protected Storage to allow OE to save passwords (still testing that to be sure it works as wanted - I should know for sure on next reboot, but if not, all that means is that I'll need to enter the password every time).
I'm not entirely sure I remember all the steps I went through, but it took a while. All the needed XP dll's were placed in the program folder (all programs check their own folders for needed dll's before checking for system dll's). OE is still deprecated by MS and I'd highly suggest using Thunderbird, Eudora, or any of the many other email programs available. But, if you really want to do this, I'll try to help you.
(PS. "Depends" lets you execute a program and watch what it is doing in real time. Use the "Profile" option, leave the default checkboxes in the box that comes up, start it and watch. All the dll's and OLE objects the program needs will be loaded and you can see what they are in the lower window. Not all of them are needed, for example, if you have Unlocker installed, the program will hook it, but will run without it.)
