Hello,
This question my sound a little silly, but I would like to know if there is a way to reformat a PC from Windows 7 OS to the new Apple Mountain Lion OS?

No. Mac OSX can only be installed on Apple hardware.

you can however run the apple os in virtualbox from within windows 7 assuming of course you have a copy of the apple os
