It actually works
I don't know what the executable is that you posted but it repaired my computer. My laptop was infected with W32/USBAgent (according to McAfee) which I believe came through my USB. It was planting a rundll.exe executable on my USB as well as on the C: drive and creating C:/Windows/System32/rundll.exe. I had to "End Process" rundll.exe before I could remove it from the System 32 folder. Problem is, I could not open the C: drive after. The virus also replaced "Open" and "Explore" on the list of actions found by right clicking on the C: icon. They were replaced with "??(O)" and "?????(X)". The executable in your posting worked on my registry and then the weird symbols were gone and replaced with "Open" and "Explore". Have not tried on my USB yet. The point is, it works. I can open my C: drive without any difficulty.
