-----FIRST -- IT WOULDN'T LET ME USE GUIDED HELP TO DO THE CLEAN BOOT. I'M THE ONLY USER AS "HP_ADMINISTRATOR. I DID IT THE MANUAL WAY. UPON HITTING RESTART THE BSOD CAME UP. UPON STARTING UP AGAIN AND TRYING A FEW THINGS MY PROBLEMS WERE STILL THERE.
Yes, please provide the complete BSOD messages you receive. Please provide the circumstances; such as at which point of the boot process the BSOD appear; mode into which you are booting; other.

Yes, you will need to do this manually.
1st boot to safe mode & test.
Note the results. If the problems occur in safe mode, stop. There is no need to continue.
If the problem occurs in safe mode, it is caused by ONLY:
Windows corruption.
Registry corruption.
Malware.
Hardware.
It can't be a driver or 3rd party program because those items do not run in safe mode.
If the problem does NOT occur in safe mode, while in safe mode.
Go to the system configuration utility
To access the system configuration utility
Start > run
Delete the contents of the long, skinny, white box [ to the right of "open" ]
Type: msconfig
Left click "ok".
Left click the "services" tab.
Left click the "hide all microsoft services" box / button.
Left click "disable all". That will leave the microsoft services intact.
Left click the "startup" tab.
Left click "disable all".
OK
Yes, restart now.
Test your system; opening control panel, opening icons, as you noted in #1 of this thread.
If the problem occurs, report that.
If the problem does NOT occur:
return to the system config utility
"services" tab
Hide all microsoft services
check 1/2 of the items visible.
I prefer to group them by manufacturer.
Take careful notes of the items you have checked.
Look at the startup tab to determine if any items have re-enabled themselves. They shouldn't, but you never know. Record any that have checked themselves.

Yes, restart.
Test your system, by trying the things you reported in #1 of thread.
If the problems occur, we know that the problems are caused by 1 or more of the things you checked / enabled the last time you were in the system config utility.
Go back to the system config utility.
Hide all Microsoft services.
Uncheck 1/2 of the checked items.
Take careful notes as to which items you checked / unchecked.
We are trying to narrow down the list of things that are causing the problems you noted in #1.
As I noted, previously, this is long, tedious, laborious, but often leads us to the culprit, instead of blasting away, randomly, with a shotgun, so to speak.

If, after running chkdsk /r, go to the HDD manufacturer's web site & find diagnostics for the HDD
Hard Disk Drive.
Also, run MemTest86, if the HDD passes its diagnostics. www.memtest86.com
On the left, left click on "free download".
Down load the ISO version if your computer does not have a floppy disk drive.
