WOW!!!... This has has a couple of potentials ! !... If your clock is changing any segment, it is likely your CMOS battery is low or going out. It's simple to replace. It's located on the mobo and is about the size of a quarter. Just remove it, check the number and buy a new one. Radio Shack or any computer store (comp USA, etc.) is a good source. Be aware, your BIOS settings will all revert to default when you do this.
Next... If power outages are all that common where you live, I strongley suggest you consider purchasing a UPS (Uninterruptable Power Supply). This unit plugs into your wall outlet and provides multiple PROTECTED outlets that, in the event of a power outage, provides power to your computer from a battery source for a finite period of time. Most have a software which comes with them that will automatically shut down your system in a normal manner so you don't lose any data. Should you decide to go with this, be sure the unit you buy has adequate power ratings for your system needs. There will be guidelines on the mfr's sites. Check out Best Buy for info.
