XP Double icons on desktop for every user
The computer is showing double icons on the desktop. Every non-default icon is duplicated. This is true for every user, even if it's their first time logging in. XP Pro, SP3 (did it under SP2 as well).

I know I can go to HKEY_Current User->Software->Windows->Current Version->Explorer->User Shell Folders and reset that back to %userprofile%/desktop (it's currently set to c:\documents and settings\all users\desktop). This works for a given user. It sticks through later logins.

But it only sticks for the current user. It also requires them to have admin privs (to run regedit) and to be logged in. There are 300+ Active Directory users that might use this machine. One by one is not an option nor is giving them all admin privs.

How do I fix this so that new users to the machine have the desktop set properly? The .default profile under HKEY_Users has the correct setting, but it doesn't seem to matter.

(This is probably a relic of previously applied group policies, but no policy is currently influencing it--since when I reset it by hand it stays reset, and I've checked the GPs.)

Interesting, but apparently another fix that only works for the current user.
(Suggestion was to make sure:
HKEY_USERS\S-1-5-21-######### / Software / Microsoft / Windows / CurrentVersion / Explorer / USER SHELL FOLDERS didn't match the Common Desktop key found under HKEY_LOCAL_MACHINE)

Apparently HKEY_USERS\S-1-5-21-######### / is the same as HKEY_CURRENT_USER/

Changing the Desktop path there fixed it for the currently logged in user--but as soon as I changed to another user the double icons were back.
