I was having a similar issue with Vista.

I migrated my Quicken from my old XP laptop using the Microsoft Tranfer Tools.

My Quicken wouldn't even let me configure the internet access.

I turned off the User Account Control feature and the next time I fired up Quicken it went to do the online update all by itself.

I also got a "Quicken is not he default xxx file type handler. Would you like it to be?" type of notice. I'm sure that had something to do with the new laptop having Money preinstalled.

Regardless, my Quicken can now access the internet. Thankfully.
