no vista device manager?
Where's does the video capture device (and other onboard stuff) show up?

Device Manager is still in Vista:

Selecting Device Manager
The Device Manager can also be accessed from My Computer the same way it was in XP.

Right click My Computer, and select Manage. Then, from the Computer Management window, select Device Manager.

I find this way far easier than going though the Control Panel.
