What is the difference between these two versions of Windows Vista?

- 66J-00003: Windows Vista Business English Upgrade North America DVD

Can I legally use both of them in Italy?

It's probably just the languages available, the International version would probably have more languages and english for the default and less in the North American version, I can't see any reason why you couldn't use them in Italy.

What do you mean with having more languages? do you mean just in Control Panel - Regional and Language Options?
I don't believe that the whole Windows interface exists in multiple selectable languages in a single package..
