Okay. I just read my weekly Kim Komando newsletter and she addresses this issue as follows:

MICROSOFT PATCH CAN CAUSE ERROR MESSAGES
Bill in Seattle called the show last weekend because he is receiving error messages. The messages appear when he boots up the computer. He’d like some help solving the problem. He sent me a screen print of the error message.

As it turns out--wow!--you’re not alone, Bill. Plenty of frustrated computer users started receiving these messages about two weeks ago. They can be traced back to the Windows animated cursor flaw. Or rather, they’re a result of Microsoft's emergency patch.

There is a known issue with the patch and the Realtek HD Audio Control Panel. Microsoft knew about the issue before it released the patch. It went ahead with the patch because it fixes such a serious vulnerability. There are a couple other programs that are affected by the patch, too.

Microsoft has issued another patch to fix the problem with the Realtek software. You can download it from Microsoft’s site.

Microsoft pushed the patch out last Tuesday with its regularly scheduled updates. If you have Windows set to update automatically, you should have received it. Or, you can run Windows update to install the patch, along with others that were issued. This is probably the easiest solution.

And if you haven’t installed the patch to fix the Windows animated cursor flaw, do so now. More than 2,000 Web sites are exploiting the flaw. Yikes!

i did a FRESH install starting yesterday. the popup evolved several times (starting with SP1)
I solved it by disabeling my Floppy controller under the device manager.

i JUST ran windows updateand havent seen any new downloads, and the most recent didn't work either

Question Symantec or Microsoft at fault?
Hi, I've been getting this message recently as well. The relation between Symantec and Microsoft's updates to which could be causing the issue is hard to decide.

I reformatted my computer to redesign volume structure to optimize performance. Since doing so, I've occasionally received the "Windows - No Disk" message with the same arguement syntax. It happened but went away with further updating, but now I receive the message when I try to access Norton Partition Magic. On top of that, the program encounters errors now on a regular basis.

UPDATE:

The update did nothing
Also receiving the exact same error message with Norton Ghost 10 (error message is persistent to more than 10 more clicks on "Continue" to proceed)

hello ive got the same problem when i open itunes i get the error message : exception processing message c0000013 parameters 75b6bf9c and its really driving me mad could someone please help me as i would be so grateful.

I have the very same problem and I am using AVG free. It seems most of us are all using different antivirus programs. I think the only thing we can do is bear this error message until Mircosoft release an update to fix this.

here it is, 12 hours from my first post about how I fixed it. haven't had a problem yet, and I've restarted her about 6 times to make sure. go read my solution and tell me if it works for you.

I tried disabling the floppy controller, but it had no affect whatsoever.

This has something to do with hard drive structure I think.
I have 2 primary partitions, 1 Linux ext3, and 1 logical made up of 6 extended partitions. I have been doing a lot of juggling around to get my HDD the way I wanted it. but everything else works fine.

I have auto updates running and rec'd the update earlier this week but have not done so on Saturday or today. However Here is what I did do.

Install and run Zencast organizer-It seemed to run a bit buggy, in fact the app would not launch from the desktop shortcut or from the programs list-(hinky)

Attempt to play a podcast from zencast.com and rec'd an error msg that Qtime7 was req'd-Which i thought I had, but went to the Qtime site and updated it anyway.

After an attempt to launch Qtime, I rec'd the exception processing error.
BTW, I do not have a floppy installed. And also have a Realtek AC'97 soundcard

This all happened today. I will attempt to rollback to friday.

I've just registered here because yesterday I bought a new display and it may be coincidence but when I tried to sync my iPod again with iTunes I started to get that message on screen. I won't go away. I even tried all the fixes suggested here (disable the floppy controller and bla bla bla). Nothing happened. I am not gonna re-install anything cause it seems everyone is having this strange behaviour on their system since a few days ago. I'm hoping uncle Bill fixes this stupidity ASAP. This is quite a shame...
By the way, a few days ago I downloaded a few M$ updates. Since then, I wasn't able to sync my ipod without getting the annoying message.

I think, I fix it
Just by uninstall all my USB periferics (webcam,...) in the control panel and them restarted the PC.
Windows is detected and reinstall all the drivers -> no more prob (for me ;-) )

Well... here's my cent:
Yesterday I installed my new ViewSonic vx1945vm, it has a lot of USB slots plus sd memory readers, plus an ipod dock. Right after I installed this new cool device, I started having problems. So I too suspect that the USB slots may have some kind of connection with this error. Nonetheless, it is quite a shame that such a thing is happening when Windows XP is supposed no to have any kind of trouble with all these features up to date.

The point is that I only have my ipod docked onto its dock, but I don't have any other USB device connected to the monitor. So now I am actually suspecting a lot wether uninstalling the USB slots could be of much use. As everything, it is a possibility, but it's a pity that after having reinstalled my operating system and being it cleaned, must I have to do all this things away to dirty my fresh installation. I hate this. And again, it is a shame of Windows XP to still have these USB instability.

Sorry, your solution didn't work for me. I started Windows in Safe Mode and proceeded to uninstall all USB devices I had. Then I restarted, and everything was reinstalled. I opened iTunes and the same error appeared. It seems we'lll just have to wait for Mocosoft to come out with some patch/update to fix this new issue. They brought it to us, they'll gotta take it out now.

PS. Oh, by the way, I am still able to sync my ipod. THAT's the most weird thing among all!
