Well, after reading everyone's advice, I decided to go with mario2811's and it worked! Well, I didn't follow it to the letter because he is using an HP and it's a little different from my emachines.

This popped up in the past week when I installed a new DVD burner along with AVS diskcreator and DVD Shrink. To get rid of the message I went to Start>>Run>>msconfig>>Startup tab. I then turned off Reader_sl (Adobe loves putting unnecessary files on your computer), iTunesHelper (I don't even use iTunes, this comes with Quicktime), RealOneMessageCenter (another unnecessary "helpful" program), and qttask. That's all I changed and the message is gone. We'll see how long this will last. Others might have different programs, yet the idea was to turn off junk I don't need running and leave the system and accessories programs going.

Hope this helps!
Alright, so I read through this thread trying to collect all the info I could.

I was getting the error while playing a video game and minimizing it to be able to access other places on my computer. I don't have a floppy drive, I just did a clean install of windows XP, and only have my hard drive listed in device manager under disc drives. But the laptop did come with a memory card reader installed on it. I went into device manger, and disabled all three of those, restarted, still got the error.

So, then I got to this post and decided to do a straight selective start up and disable all my start up programs. Start>>Run>>msconfig>>Selective Start up>> removed the check/green dot from "Load Startup Items". I had already disabled some, but not all. On the restart, error is now completely gone. Gonna go through one by one and see which one was causing the error. I'll start with Ituneshelper and qqtask since I have those in common with this post. Thanks a bunch JG_Magellan!!

Alright, got it down to one startup process on my computer that is causing the error.

Startup Item: TMAS_OEMon
Command: "C:\Program Files\Trend Micro\Internet Security 12\TMAS_OE\TMAS_OE.exe"
Location: SOFTWARE\Microsoft\Windows\CurrentVersion\Run

I have trend 12, obviously from the command line up there, so in my case it is that piece of software. Very odd error. I bet MS would refer me to trend, and trend would refer me to MS. . Thanks again to JG_Magellan, and to mario2811 for the initial solution!!

I've been receiving the same "exception processing message c0000013 parameters 75b6bf9c 4 75b6bf9c 75b6bfc" as everyone else on start up and it was really ticking me off. After reading all of the comments and quick fixes, I came to a conclusion that it may be a problem with Quick Time.

I checked for updates and saw a download for Quick Time 7.1 and decided to give it a whirl. While downloading 7.1, I received the dreadful message twice and managed to clear it by pounding the delete key about 20 times each time. After saving 7.1 and running it, I was required to restart my computer.

Voila, that S.O.B. of a message has not reappeared sence. Just luck? Maybe/maybe not. It's worth a try and it's easy.

@thebarracuda
Its been over a year since last post, but I want to thank you for actually posting what fixed your problem. It should have been obvious to me since it was vmware and floppy was set to auto. Being 0130 I probably would not have figured it out til tomorrow.

I had this problem myself. Found out from another forum that there HP Image Zone software can cause some troubles. I had removed the printer from this computer but had not taken down the software. As soon as I uninstalled the Image Zone software, the pop-up box quit coming up for me. I think it has something to do with those extra drive letters windows assigns to things like multimedia cards. Hope this helps.
