Try to download this free program DBAN You can burn the ISO to CD/DVD or save it to a floppy of flash drive. Boot to DBAN instead of the HP recovery system and use it to reformat your hard drive.

If you format C:, with Vista on D:, you will be totally unable to boot up Vista, as all the boot files will be residing on C: root and one directory (Boot) is sitting on C:

Sorry (man). I assumed as you said you were running Ultimate and wanted to reformat C:, that you already had Ultimate on D: . It should not be a problem and is not so different from reinstalling XP. When you have booted up from your DVD, you'll now come to a screen with two options - to upgrade, or to perform a "Custom" install, which is the choice you'll make for a clean install. As you have you booted from the install disc, the Upgrade option will be grayed out.

The next screen will allow you to choose a drive and partition on which to install Windows; Here, you'll have the option of installing onto an existing drive, making changes to your partition table, and formatting or deleting a partition.
Select the desired partition,in your case C: , delete your partition, create a new one, and install fresh.
Now choose the partition and click Next.
