I just received a HP Pavilion a1719n computer with a preinstalled Vista Home Premium OS installed. It will not start. The start button lights up and a constant beeping sounds. The cooling fans run and the CD/DVD will open and close. I checked inside the case and there are no memory sticks installed. Will it start up without the memory installed?

No - You need memory to execute bootup instructions. No memory = no run
