Yeah I know, very odd. My Start Menu programs folder is gone. All of the shortcuts and everything is gone. Is there a way to restore it or a place where Windows keep a back up? If not, is there a way to search my system for .exe files and to just throw them in my start menu automaticly?

Not sure what exactly is missing but if you

right click the task bar, select properties, select the start menu tab and then click on customize

Go through the check boxes see if something is unchecked that shouldn't be
