Could you tell me if you able to download and upload to your financial institutions?
I do my banking through my checkbook as well as downloading from my fund companies and that is a real concern for me.

You first need to be setup with your institution for username and passwords (for each bank or account). The program has a wizard that is pretty easy to follow. To do that here would be impossible.

I have been doing this for many years, my real question is if those who have loaded Quicken 2006 on Vista as to whether there were problems with upload and download in Vista. (upload, download, update, printing just about anything that would scare me from getting new computer with vista)

If it helps you I use 2007 and it updated before install was complete to version 5, though I have yet to see any effect on a Quicken program update since I have been using Quicken starting with 1999 version.
I update my financial accounts every morning with it as I have for years through every OS.
Vista would not have a thing to do with update ability anyway as long as internet works properly and I believe Java language is usually part of financial software as well.
