Most of the time it gets changed day-by-day depending on your ISP, some would ask why, trying to cover up some tracks? but anways lol. If anything try contacting your ISP, also sometimes they dont change at all...

You can't change it any more than you can change your home address. The IP is assigned by your ISP.

Why don't you try apologizing and promising to refrain from whatever activities got you banned?

Change your ip address
1] If you are using dialup, just dialup through another access number

2] If you are using cable/dsl and a router, go into the router control panel, change your mac address (e.g. increase it by one number), and then disconnect/reconnect. Almost always your isp will give a new ip.

3] You can also hide your public internet ip address by using an ip changer like iprivacytools to change your ip address

There may be other ways, but those are probably the simplest!
