From your screenshot, the left icon shows that when you click on it, it will lock the computer rather than shut it down.

Did you want to change the function of that particular button so your computer shuts down instead?

Here is pretty much the same information I posted earlier. Maybe it will help some more:

And normally there are three buttons. Your screenshot only shows two. They would normally be the middle and right ones.

What happened to the left button. Did you always only have two? That is not the default and may be worth trying to resolve. Then you can get your shutdown button where it belongs.

It is actually in seconds! a "0" will give you an immediate shutdown, without warning. You need a space betwenn the T and the figure, and you do not need the preceeding "0"

Bob, please read what i put - that i tried to change the button that would currently lock the computer, but the option actually selected is shutdown, but it still locks it

Did you get a Restore CD or a Windows CD with the computer? If you did, copy your files off to a DVD/CD/USB thumb drive, boot to the CD, and do a full reformat/reinstall of Windows. That should put you back in normal user mode and get rid of your odd issues.

The "Shutdown" Is Mising Due to the Restrictive Policy "NoClose" ...

Start > Run > gpedit.msc > Under "User Configuration" > Administrative Templates > Start Menu And Taskbar > On The Right Pane > Double Click on "Remove And Prevent Access To The Shutdown,Restart,Sleep, And hibernate Commands" > On the Settings Tab Select "Disabled" And Click Apply > Now Select "Not Configured" And Click Apply, Then Ok.

I've finally got access to the pc. Changing the no close in the registry to 0 that oily and devil_himself talked about worked!

I think all credit goes to Devil_Himself, as I believe it was his post I quoted from Techtalkz.
