Flashing Windows
Recently the upper right hand part (where the minimize, maximize and close buttons are) of application windows has begun "flashing". Also, whenever I open up things like "Computer" or basically search through any other part of my computer, including the Control Panel, the problem is even worse and not only does the corner flash but so does the outlines of the screen.

Now, I'm not one to complain about an annoying flash, but it interferes with using my computer in the following ways (that I have noticed so far):
-When I right click, the next time it flashes the right click menu closes.
-When I'm typing, if a keystroke occurs as the flash occurs, the keystroke is not recorded (on that note I apologize for spelling errors, typing as of recently has become rather hard).
-In some cases, such as typing in the address bar of Firefox and Internet Explorer, the flash causes the text in that field to become highlighted, meaning that the next key stroke will clear whatever it was that I was trying to type.


The start menu is not affected by this, to my surprise.

Furthermore, on a gut feeling I used the task manager to close Windows Explorer and that resolved the issue of the flashing (at the expense of having no more desktop and such). Also, I pushed Windows-U to bring up the "Ease of Access Center" and the flashing resumed in all windows. I closed that window and the flashing was resolved again. Therefore I am guessing its a problem with Windows Explorer, but I don't know how to fix it.

I am using Windows Vista.

I have Norton Anti-Virus and to my knowledge my computer has been scanned recently and all virus definitions are up to date, however at this point I am willing to consider that i am wrong about that.

please help me out however you can.
