VSS - do i need it?
I believe VSS is related to System Restore for restoring seperate files instead of full drives..

i never use this feature , can you disable VSS without turning off system restore?

I think it is used for all of the Sytem Restore and would NOT turn it off.

You would also lose your volume shadow copies of replaced files.

can I check how much space VSS is using?

You can change the amount used, but after studying the algorithm that Vista uses to determine the amount to use, you may just decide that it has multiple layers of space monitoring and contracts or expands quite effectively to make the best use of the space available. Though it may seem to be using a lot of space, the amount used will drop when that space is needed for something else.
