Are meaning to send a link or the email in the HTML format?
To send a link just type or past in the full address including the HTTP bit and it should be clickable in the received copy.
It has not been clickable in the compose mode (before sending) in any of the Outlook Express, or Outlook versions I have used.

im trying to creat a full html email message...

on the older outlooks when you would creat a html email you would go to the insert tab and click "text from file" and then choose your html file. on windows mail the "text from file" button is un clickable. and when i try to just copy and paste the html to the message itself it dont code the html but just sends it all as text.

Found this:
When you open a new Mail window, go to View - Source Edit. At the lower left hand corner, you can see the Source where you can add the HTML.
