how to create a batch file that will configure services
After installing Vista, can a batch file be created that will configure services quickly instead of picking through them painfully slow?

Open a command prompt, type SC /? Lot's of options to configure services.
The NET command can also be used to start and stop services.

can editing services be done by a batch file?

That's what the SC and Net commands are for. Command line or batch file configuring of services.
Most of these will have to be run from an elevated command prompt, so you'll need to right click the batch file and chose run as Administrator.
What is it you are wanting to configure?

A similar one restarts all the services.

Are you working towards different startup profiles or just batch files for starting and stopping services during a session?

SmartClose is another useful program that will close all apps and services and restart them according to defined profiles.

I'm practicing different creating different builds and changing services seems to speed things up sometimes. With different builds it's taking so much time to optimize services on new installs. I believe what you posted is the answer to my question. Next I need to figure out which commands to use on what lines. Is this in a programming language that I need to learn? Thank you for so much detailed information. Very helpful.

It's just an ordinary batch file. No additional "language" is needed.

Make your own custom registry file for Vista Services here

http://www.speedyvista.com/regGen.html

make it, save it, install Vista, right click on the reg file you created, select merge, reboot, done!
