do you have any other software using the internet?
i mean such as Itunes, p2p, messenger etc?

if so are these still connected even although you cannot browse pages via your browser?

I have the exact same problem. After a while, I can't surf using IE or Firefox. My Instant messenger programs still work, and sometimes, if I'm still browsing the same site (IE: pages within CNN.COM) I can browse, but as soon as I try to go to a different site, I get a "connection error". The little globe is still on my taskbar, I can still IM, I believe I can still get emails via Outlook, just no browsing. Rebooting fixes the problem and it could be fine for hours, or only a few minutes. Sometimes the problem fixes itself after a length of time and I'm back in business.

If I try to "diagnose" my issue via vista, it will try to solve my problem and then everything goes away. I'll still be connected to my router but no globe and no Internet at all.

I've submitted the hotfix request linked from above, i'll report if it solves my problem too.

I haven't had any issues for the last 24 hours. This seemed to have worked. Thanks to all! I've been trying to solve this problem on/off for months now.

I have activated ICS in the past so there does seem to be a problem.
