Random lag while playing media and video games
So, since I have formatted my comp and installed Vista, i've been getting large spikes of lag when viewing videos or playing videogames. So, I decided to start watching my resource meter whenever this started happening.

After watching the resource monitor for quite a while, I noticed that the lag spike was caused by heavy disk activity from C:\Users\MyName\Local\Temp\fla45C.tmp

I've ran Kapersky antivirus and Trend Micro's Housecall, neither found any malware, viruses, or trojans. So what could this be? What is the purpose of fla45C.tmp?

I would really like help in stopping this issue ASAP. Thanks in advance.

1)Make a copy of the file and save the copy to the Desktop
2)Delete the original copy
3)Restore the file if needed -- programs don't work, BSoD, etc.

You formatted your computer?

1) Could be caused by driver issues. Did you experience this lag before formatting? If so, use the manufacture provided disc to reinstall drivers and firmware.
2) Or, update all drivers at your computer manufacture's website or component manufacture's website.

Thanks for the reply. But, I have already logged into safe mode with command prompt and deleted it (along with all other .tmp files in that location) and it still happened as soon as I rebooted into normal mode again.
