Vista! in the Win 98-ME Forum.
I will ask one of the Moderators to move your post to the Vista Forum.
It may take some time but will be worth the wait.

Hi and welcome. Is there a cd or dvd in the drive?

Also, are you able to catch it in time to try a safemode restart?

Hold the f8 key down as you start up and try to start in Safe Mode or or from the F8 boot menu choose the "repair" environment if present. System Restore might be there. There also would be a startup repair option along with Last Known Good Configuration.

You will also see an option to disable "automatically restart" -- select that and at least you should be able to read the error message. Look for a file name in particular.
