Typing E opens My Computer
8 opens a music player
o opens the scanner software
r opens run
plus others.

The only way I can stop this is to reboot.

How am I turning this on and how on earth do I turn it off?

That's proper operation for those keys when you are holding the Windows Logo key. My first thought was that it is sticking, but if reboot fixes it maybe there is some kind of software defect simulating the Windows logo key.
