Reboot

go here http://get.adobe.com/flashplayer/otherversions/
install
use ie when you get the download to install sometimes firefox can cause a little grief here as it considers it a plug in.
If that dont work we will need to clean your temp files and try again

The download manager gets to the end and just stays on installing application. while the adobe download manager is up a popup comes up with the options continue or cancel (getplus Helper). I dont know wether this has anything to do with it but should i continue this or cancel it.

Adobe can be a little slow and clumsy at times but usually works out ok in the end...it may be checking the files...rechecking your hard drive again..I would just try letting it finish on its own and hit continue.
being you have had a couple failed attempts it will take longer than the first try

double check your add and remove to make sure there are no old versions remaining
next
click start...then paste in the following
%temp%
clean out the folder close everything open before doing so then go back and try to reinstall your flash again

it still pauses at the end in adobe download manager saying "installing application..." but it says that it is 100.0% complete?
