Yes, it is a new feature of NT6 called "SuperFetch" personally I don't like it, it works by caching programs that you might use into memory, if the memory is needed then it is released, but it will cache it again, its alright for a business machine but when you want smooth performance it is a hinderance.

To disable SuperFetch hold down the Windows Key on the keyboard and press R, now type "Services.msc" without the ". Find "SuperFetch" in the list and right click it, now go to Properties and change it from Automatic to Disabled, and Stop the service itself. Now restart and you should have your memory back. Thanks.

SuperFetch will function differently on each computer depending on what programs you use, how often, and how much RAM you have so I couldn't say.
