All of these seem to be laptops.

I don't believe the "WLAN Autoconfig" is loaded in Safe Mode with Networking if it works the same as the old "Zero Configuration Utility" There may be a conflict here.

I think that WLAN Autoconfig is part of Safe Mode with Networking, at least if a wireless adapter is present, but certainly worth checking.

When networking is OK in Safe Mode with Networking but has an issue in normal mode my first suspicion is a non-Windows firewall or security suite (mentioned earlier by Rollin' Rog).
