Windows Vista- Acer

My Windows Vista Acer laptop will not open any programs. I've tried restarting it but it won't work. Does this mean it has a virus? Or is there something I can do about it?

try booting in safe mode
Tap F8 as it boots
you should see a menu
choose
safe mode

yes, we can try and load a HJT program and see if that will run and post the log here and check for virus

Even though not even the start menu will come up?

do you have windows CD or recovery CD
