I've moved you to the Vista secution from Hardware, as this isn't a hardware issue.

What other antivirus/antispyware/security programs do you have installed? Some programs will disable Windows Defender when they are installed since they may be doing the same job.

AVG 9 disables Windows Defender. You shouldn't have AVG installed if you have Kapersky - too much protection is just as bad as not enough.

No I don't listen 3 6 Mafia, never even heard of it.

According to the forums on the AVG site, the recommendation to have Windows Defender disabled was from Microsoft's own advice. I would say better leave it off.

You defintitely don't need Windows Defender to access Add/Remove Programs. Thats found in the Control Panel. In Vista its called Programs and Featires if you have the classic layout in teh Control Panel.
