Locks up only when powercord is plugged in

Hi,
I have a Toshiba laptop with Vista OS. After running a lot of registry scans I realized that it was only freezing with the powercord was plugged in. Sometimes in the beginning or middle of a start up, sometimes when I'm already logged in. But it works just fine when running on battery alone.

I took the battery out and tried to work with the computer with just the powercord to see if that made a difference and it still froze.
Any suggestions besides backing up everything and putting in the the OS again? I haven't done it yet but I'm leaning towards it.
