I can access files on the hard drive via linux os, is there a way of deleting or adding a file via linux to the vista os partition on hard drive?

I don't know about adding files, if you mean an operating system file or program file.

I have used UBCD , www.ubcd4win.com to copy files to a flash drive.

I`ve read the page you linked to but it`s mostly for building from xp. Have you used it on vista before?
It doesn`t really give any instructions for building from vista?

Yes, I have used it on a Vista PC, to copy files to a flash drive.

UBCD boots to the OS on the CD, not on your HDD.

Download the .iso file. Create a bootable optical disk. Set your computer so that it boots to the optical disk before booting to the HDD's OS.
