Can't make an FTP connection in Vista.
I can not make a FTP connection on this computer. These are the things that I have ruled out:

Router. I have multiple routers to my disposal and on each of them I have connected all four of my computers. Also I have tried a direct connection to the modem and to the other computers while running an FTP server. This is the only one that does not allow me to use FTP.

Software Firewall. I have disabled and uninstalled all security software on this computer.

Specific Servers. I have tried multiple including ones locally hosted.

Specific Programs. I have used 3 FTP different programs:

[R] Connecting to 192.168.1.43 ->IP=192.168.1.43 PORT=21 
[R] Connection failed
FileZilla
Code:
Status:    Connecting to 192.168.1.43:21...
Status:    Connection attempt failed with "EACCES - Permission denied".
Error:    Could not connect to server
SmartFTP
Code:
[23:11:32] Connecting to 192.168.1.43:21 Port: 21
[23:11:32] An attempt was made to access a socket in a way forbidden by its access permissions.
[23:11:32] Client closed the connection.
[23:11:32] Connect failed.
Remember this is with any server, all of which can be connected to on other computers in the same network using the same router. This is the only one of the computers running Vista. I have also tried running the programs as an Administrator and I've tried running them in Safe Mode with Networking.
