I have read through all of the "Cannot connect to Primary DNS Server" posts and I still cannot connect. I am currently in China, so something may be blocking my internet, but I was recently in Shanghai and my internet worked there.

I am have Vista OS. I have uninstalled my anti-virus software, reset the Winsock, unchecked the IPv6 connection and turned it back on, and set the DNS to OpenDNS. I don't know what else to do. I have a set IP address that I must use also. Here is my ipconfig:

I did a system restore from a few months back.
