Same prob fixed (for me)
I had this exact same "run as" popup haunting me. With the LG mentions above, I noted I had the LG Firmware Auto Update thing on my machine which got installed with my blue-ray drive.

I uninstalled that the auto update program, rebooted and now the prob is gone - no more popup.
