If it's an IE7 problem there has to be some way of re-running the setup or uninstalling it. I just haven't got quite the experience with it to know what you have to delete or edit to get IE7 to reinstall or uninstall when the usual things don't work.

I had a very similiar problem with the iertutil.dll file. It broke Explorer, IE and everything else that depended on Explorer (even the System Restore Point util). And I couldn't uninstall as well - very same thing happened it would get to a point and say file not found and IE7 was not uninstalled. And likewise, it wouldn't reinstall because it thought it was already installed. Here's how I fixed it:
1. Use Task Manager to run CMD.exe (to get a Dos shell)
2. Try reinstalling IE7 -- when it stops do NOT click OK in the dialog box
3. Go back to your Dos shell and change directories to the uncompressed directory (some ungodly long numerically named dir). This is the lazy man's way of uncompressing -- you could use WinRar or something else if you prefer (and can)
4. Copy iertutil.dll and normaliz.dll (my 2 problem files) to C:\Windows\system32
5. Click OK on the Installation dialog
6. Change dirs to C:\windows\system32 and type appwiz.cpl
7. Remove IE7

#20 | Help too with IE 7 I downloaded from Microsoft site and after rebooting, I have nothing, when I go into internet options and click on Security there is nothing in there. I get the message (IERTUTIL.DLL is not installed) I have tried copying to a floppy disk and loading on the pc but that isn't working either. I get this message when I try ti start IE, I get a blank screen!!!! I have tried just about everything that people have posted. I do not have system restore, help or when I try to uninstall from Add\Remove programs there is not an IE to uninstall. I have tried using safe mode with and without Command promt and still not working. I have the use of this laptop for the night only. I do have MSN and Yahoo (using trillian) when I am connected on the desktop pc, but nothing else. It is from IE7 Beta3, but I think it might work for you.

#22 | Tried the file I tried the file, after hours of figuring out how to send it via msn messenger I was able to save the file into the Windows/System32 folder. After rebooting, I am not getting the error that it is not a valid image file. If you can open a command prompt (start> run cmd or try Safe Mode with command prompt if nothing else),
try entering this command line to try to uninstall IE7 Beta2 or less: c:\windows\$NtUninstallie7beta*\spuninst\spuninst.exe

#24 | Help ok. i added normaliz.dll to system32 folder. I can see my desktop now, but i still cant access some programs. Windows Media Player and my other music players wont play the music. #27 | Well, my computer was pretty much inoperable for a whole day after uninstalling IE 7. I, too, got only a blue screen...everything was zapped...completely gone. I could only use my task manager. I thought I might really end up losing everything. So through my task manager, I googled "iertutil.dll" and some other words and was led to a variety of web sites with options to fix this, all which either failed or were out of the question for me. Nothing was opening up after being downloaded. However, when I found your site, your commands, which I have no grasps of whatsoever, got me to a safe place. I got to the add/remove programs and managed to repair my programs in a different way using my disk. I had tried safe mode and other things offered elsewhere to no avail. Thanks for not making this so uncomplicated when it was a very scary problem! Simple worked, too. Now, something so horrible ended up helping my computer's overall performance!
