Tap f8 promptly on startup and choose Safe Mode from the boot menu.
That dll is a part of IE7 beta -- you might want to uninstall it or do a System Restore if you can get to Safe Mode.

Do you not have any XP recovery media?
Here's one shot an getting the uninstaller. I don't know if it will work without having "show hidden files" enabled in Folder Options > View (if you can open an explorer folder and get the Tools > Folder Options > view menu, do that)
From Task Manager File > Run, enter: c:\windows\$NtUninstallie7beta*\spuninst\spuninst.exe
I'm hoping this will get the version you have. If not, try using beta2$ instead of beta* in that command line.

Do you have net access? Can you burn the setup to a CD?

#13 | Open the Task Manager again and select File > Run and run regedit
Navigate to this key:
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Active Setup\Installed Components\{89820200-ECBD-11cf-8B85-00AA005B4383}
It should say Internet Explorer 7 in the Right Pane (See my screenshot).
Double click the "IsInstalled" value and modify the data value to 0

After you set it to zero did you still get the message that IE7 was already installed after you rebooted and ran the setup again? You might see if there is another nearby registry entry for IE7 beta2 -- although I don't think there is. |  THIS THREAD HAS EXPIRED.
