I read this thread. I was having same problem. Had unseen file "WINDOWS" in recycle bin which was not deleting. Solved today.

Shut down your PC improperly.
Then start again.
Windows will ask 'disk checking in X seconds'
Let it happen.
After disk check, when Windows will boot, u will see your Recycle bin empty.

Just happened with me today and my problem solved.
Hope it will work for u too. I have emailed it to u as well on ur yahoo.

Thanks very much for the tip magnumb. After plaguing me for months, the problem worked itself out a while back. I'll definitely keep your fix on hand in case it ever happens again
