If a program is uninstalled, is there a way to retrieve it or undo the unistall?

Thank you

What exactly did you uninstall?

It is not only file that you are missing but also all the registry-related entries.

The reliable way (and perhaps the only) is to reinstall.

Best answer is no unless you have the install file. System restore will not restore a program, only the settings.
