This is a Dell Optiplex running Windows 2000. On startup, winlogon.exe consumes 30 to 90 % of cpu resources for a minute or more, then returns to normal (0%). I've verified that the system is clean of viruses/spyware (Adaware, Spybot, TrendMicro housecall, clean HJT log, etc.). I recentlyinstalled AVG antivirus, but disabling this application has no effect on the winlogon problem. Also, this system has a corrupt user profile and II've recently created a new user profile and copied documents over to the new one. And last but not least, the winlogon problem does not occur in Safe Mode.

is that because all your programs are starting to run and in safemode only the escentials will start up

I normal mode I have unchecked everything in msconfig so that nothing is running at startup, but the problem remains.

The problem has been found to be due to AVG antivirus. Unistalling that program corrects the issue. I'm going to post to their forum to see if anyone else has experienced same.
