Thanks for all the information which helped me fix this one.
Since the problem appears with multiple applications I would suggest that it is not related to a specific app, but to a DLL that many applications share.
In my case the problem was also card reader related.
Because of the 'No disk' message and the help of others in this post, I suspected that the issue was because the application was trying to scan the contents of each drive letter and failed with the Card Reader.
My Card reader created Drive letters after the DVD Writer D:\
i.e E:\ F:\ G:\ H:\ etc
If I removed the Card reader the drive letters are automatically removed and the error does not occur.
After plugging the Card reader back in (after all I need it!) I found that by going to Control Panel,Administrative Tools,Computer Management and changing the drive letter E:\ (the first card reader drive letter) to z:\ this then fixed the issue.
So it seemed that the rogue Application DLL is scanning all of the drive letters, but it stops when it finds a missing letter.
This worked for me, but then I can't be sure it will work for anyone else.

Just found this thread when I decided it was time to get to the bottom of this issue and reading through this entire thread, my conclusion is that it doesn't matter what the software is that you are running...
it is the fact that there is a stray card in one of your card readers (or something in your external removable disk drive) when you install some software, and then everytime you boot up, if it is software that starts on start up, or when you go to run that piece of software you installed that day, hey presto, up comes the error message... to be fixed only by faffing about with your drive letters. (Haven't got to that part yet).
Good call guys, thanks for that, I will know from now on to take everything out of removable drives or card readers before I install anything...
now to get rid of the problem! I suspect mucking around with the drive manager will do it, but don't know enough about that as yet, so have to go hunting for that first!
My gut feel is that this sounds right as I have had issues trying to suss out if I can get a permanent drive letter assigned to a card so I can backup to it with my nightly backup program that I wrote using shares, rather than going out and buying either an external removable drive or backup software I don't otherwise need... and on testing, the drive letter keeps changing (I have a bank of card readers and a couple of usb ports, so it is sort of hit and miss what the drive letter will be when I put one or two flash cards in there and getting the share to stay permanently)... I did manage to fix it. Thanks to a post from ConieFL. Below is that post, it worked for me, the only exception is that I did not swap out any drives, but I did have a phantom Removable Disk assigned to drive G, which once I removed it I no longer have that problem. ConieFL post below.
For some reason after swapping out the drives, window(XP) recognized the new drive but also reported that the removed drive was still there.
I fixed it by going into
Control panel>admintrative tools>Computer Mangament>Disk Management
The removed drive showed up in Disk Managment as 0 bytes with 0 bytes free.
then on the menu bar selected
Action>All Tasks>Change Drive Letter and Paths
then I deleted the drive letter corresponding to the removed drive.
I do not get the error anymore.
Hope this helps. | I had this pesky c0000013 thing turn up, but only when I used Outlook, and only on my office user. Frustrating to say the least. Putting a disk in my DVD drive cured the fault issue, but disabled email.
Going through disk management and chaning the drve letters one at a time hid the problem, but where did it go?

I had used the TIVO server many times in the past & for some reason it just started happening. I disabled the TIVO server and haven't seen it since. #66 | Yes, it did start when I had to re-install AOL....
It only comes up on my machine when I boot up, and when I click continue, it goes away until the next re-boot.
Wonder if it is worth trying to make it go away?
Should I change my drive letters?
Still a big beginner here...

#69 | NO DISK error with ZoneAlarm I encountered this error while trying to upgrade/uninstall/reinstall/repair ZoneAlarm on my eMachines WinXPMCE computer. After browsing this thread I decided to give it one more try after removing the SD flash card from its slot (couldn't find dit.exe, never had Norton, don't have Quicktime).
Did the trick. One of those smack-yourself-upside-the-head-it's-so-@#$!!-simple solutions that never would have occurred to me otherwise.

#70 | Possible solution I had the same error message after the PC restarted after a power cut. I tried several solutions including several malware scans. One of your correspondants suggested card readers and I finally unplugged my USB card reader and rebooted my machine yet again. The problem cleared.

#73 | I don't have HP, I don't have Norton Anti-Virus (I have Mcafee), I don't have a camera, I do have flash and external drives, but no dit file.
And this error only appears when I'm playing Second Life. And only then when I recieve or send a chat message, a private message or when a friend logs on or off.
That's it.
It might be quicktime, I haven't tried that yet, but quicktime is important to SL.
